The Liberia Energy Efficiency and Access Project (LEEAP) is a multi-donor project to be implemented by the Liberian Electricity Corporation (LEC). The project aims to expand infrastructure of distribution networks in Greater Monrovia and Bomi, scale up conction of villages and towns in Southeastern Liberia, build capacity and project management.
Key Activities
The project aims to improve access to reliable and cost effective electricity services for households and public institutions in Greater Monrovia, South East region, and Bomi County.
The main project components are:
- Infrastructure: Expansion of Distribution network in Great Monrovia and Bomi
- Access Scale up: connection of villages and towns in South East region
- Capacity Building and Project Management.
A key component is to construct 46.1 km of transmission line and 280 km of distribution line in the corridors of the Roberts International Airport (RIA) in the greater Monrovia and Pleebo-Fish Town at the River Gee County.
Funding
The project with an estimated overall cost of around 43million USD will be implemented between December 2017 and end of 2019.
The project is financed by
- loans of African Development Fund (ADF): 9.42 mio UA, Transition support Facility (TSF): 4.20 mio UA, Nigeria Trust Fund (NTF): USD10mio
- grants from European Union Africa Infrastructure Trust Fund (EU-AITF): 10 mio EUR and Global Environment Facility (GEF): 2.64 mio USD
- and contribution of the Government of Liberia: 1.11 USD.

An Environmental And Social Management Plan And Abbreviated Resettlement Action Plan of November 2015 concluded that the project important for infrastructure development and the social economic development of Liberia, and will cause minimal adverse cumulative impacts. The plan also specifies Mitigation measures for potential impacts on Air, Water, Land, Soil, Noise, Traffic, Ecology, and Socio - economic activities.
